Process Consultant for formulation of the National Rural and Renewable Energy Programme (2012-2017)

Description of Project

The elements of the DKK 400 million UNNATI programme focus on:

• Value chain and agribusiness development
• Access to finance and outreach of financial services
• Infrastructure development (rural roads and bridges);
• Public-private dialogue.

Special consideration was given to designing the programme in a post-conflict context and to the inclusion of marginalised groups of society. Considerations were given to donor coordination and harmonisation as well as to develop synergies with other Danida supported interventions e.g. linking agribusinesses up to renewable energy schemes supported by the National Rural and Renewable Energy Programme and to the Danida Business Partnership Programme; and working closely with the Human Rights and Good Governance Programme.

UNCDF was identified to implement Access to Finance under a delegated cooperation modality. The M&E framework for the programme was developed in accordance with the Standards established in the DCED M&E framework.

Types of services provided by legal entity

Provided a team of Process Consultants to support the Embassy of Denmark covering:

• Analysis of Government of Nepal policies and strategies including the Nepalese Three-year Development Plan;
• Consultations and dialogue with GoN, civil society, private sector and other development partners;
• Field investigations in Western and Eastern Nepal;
• Preparation of the Programme Identification Report including thematic analysis, stakeholder analysis, mapping of donor interventions, gender rolling plan, environmental screening, budget support assessment and a proposal for the programme interventions;
• Support to drafting the Programme Concept Note;
• Drafting ToR for feasibility studies and formulation teams;
• Preparation of standardised formats and templates for Programme Document and Component Descriptions;
• On-the-ground support and guidance to feasibility studies and formulation teams;
• Preparation of the Programme Document in accordance with the Danish Aid Management Guidelines; and
• Support to the Programme Appraisal Mission.

Description of Project

The objective of the assignment was to facilitate the preparation of a new National Rural and Renewable Energy Programme and for continuation of support to Nepal beyond the end of the Energy Sector Assistance Programme in 2012. The programme has three components: (i) Institutional support, including a Rural Energy Fund for provision of subsidies and credit; (ii) Technical Support covering biomass, solar and community electrification; and (iii) Productive Use of Energy.

NRREP was designed as a single-programme modality for the renewable energy sector in Nepal and is supported by Danida, Norad, DFID, KfW, ADB, WB, SNV and UNDP. The programme has a total budget of DKK 1 billion, of which Danida provides DKK 205 million.

Process Consultant/Team Leader for group of national and international consultants supported by other donors:

• Facilitation of programme preparation according to requirements of the Danida Aid Management Guidelines;
• Preparation of the final programme document including annexed component descriptions;
• Drafting of ToR for formulation team members;

• Commenting on reports and working papers;
• Facilitation of preparatory workshops;

Economic Development Component for Danish Support to South Sudan

Specialist capacity in the area of economic development in a fragile state context to enable the Danish embassy to initiate a focused formulation process on identified opportunities for economic development. Made recommendations on funding allocation of DKK 300m, identifying potential partners and areas of engagement, according to an analysis of funding need, absorption capacity and feasibility of engagement. Danida.

Phase II of Danish Support to Zimbabwe Transitional Programme

Development Associates provided the economist in a four person consultancy, to appraise the Programme Documentation for Phase II of the Danish supported Zimbabwe Transitional Programme in light of the prevailing situation. Paid particular attention to the planned support around the Agro-based Private Sector Recovery initiative, Rural Financial Services and the Danish contribution to the Multi Donor Trust Fund.  In the end, re-formulated all these components.
